Known as the instructional materials development cell and comprising curriculum specialists as well as primary school teachers, this group has been developing and field-testing new materials to implement the centrally designed curriculum. It has produced textbooks with appealing illustrations and clear texts, exercise books for students, and the first-ever guides for teachers. The instructional materials development cell has distributed to all schools a box of reading readiness materials for kindergarten, the level with the highest dropout rate.

What Are the Results? The descriptions in this booklet are based on short field visits to each of the three countries. During the visits, a wide range of ministry of education officials, personnel in nongovernmental organizations, teachers, parents, and students were interviewed. Classroom interactions and school facilities in urban and rural areas were observed. Schools, teachers, and students were chosen at random for observation and semistructured interviews. While full measurement of the impact of these countries' reform efforts is difficult, each has clearly succeeded in increasing the number of girls in school.
