An obvious question is who is to take part. In the beginning that was decided by the participants themselves, or by their backgrounds, which were of a fairly uniform nature. They were sharers in a progressive culture which had its aims deﬁned for it by the forms of government that then existed and by the limitations imposed both on open debate and, just as importantly, education.
